Default P2 - Development costs question

Hi there,
In BPP text, chapter 4 NC Assets at the end of section 5 there is a sample question and answer which i am having trouble getting my head around. Its states development costs in the balance sheet should be 850. Should this not be 431???

any help would be great, confused.com!!
