Default Quantitative and Qualitative PM

QUANTITATIVE
This is normally expressed by way of numbers.
An example of quantitative performance measure is 'You have been late for work twice this week and its only Tuesday.' -- This measure is likely to be used in a staff appraisal report.

QUALITATIVE
This information is not numeric, however it can be presented using numeric tools such as a ranking scale. For example 1=Good, 2=Fair, etc. An example of a qualitative performance measure is 'My bed is very comfortable.' -- This measures how satisfied customers are with the beds.

Qualitative measures are by nature subjective and judgemental but are still useful.
