Default Is there a maximum amount of times you can write one paper??

I've signed up for T8 twice and was absent for the exams both times due to unmentionable reasons.
Is there like a waiting period before you can attempt again or ACCA forcing you to start over because of that?

I do not think you have to start over, as long as you have been paying your fees!

In my opinion there should be no problem with that. But just to be sure you can always ask your local ACCA office or ACCA connect

You can sit for CAT-ACCA exams unlimited times but you should complete your degree within 10 years .
Ex:- I became ACCA member on 25th december 2009 i should complete my acca any day before 25th december 2019.
But this will effect your career very badly
